    Dear Senator Troeth

    I am pleased to submit for your approval the enclosed Annual Operational Plan of the Rural Industries Research and Development Corporation for the financial year 2002–2003, as required under sections 25 and 26 of the Primary Industries and Energy Research and Development Act 1989. The Plan has been drawn from the overall research plan that has been submitted to you under separate cover and the industry specific plans that are referenced in the overall plan.

    The key R&D features of the 2002–2003 Annual Operational Plan for each sub-program are summarised on pages 2 to 5. In accordance with legislative requirements, each of these seeks to link the industry outcomes with the strategies for achieving these outcomes and the principal outputs.

    The budget underpinning the Plan is on pages 7 to 12. Details on the individual industry sub-accounts are in Appendix II beginning on page 93.

    You wrote to us on 11 May 2001 stressing the importance of the Government’s priorities for research and development. In most cases these priorities parallel those of industry and are core components of the Corporation wide agenda. But, in the Plan, we have provided a specific section on ‘Government Priorities and Community Benefits’ at pages 84 to 90. The highlights in this part of the Plan are not meant as a full listing but are indicative of our focus on the views of our principal stakeholder – the Commonwealth Government.

    This Plan has been drawn up concurrently with the overall research plan (RIRDC Five Year Plan 2002-2007). However, by its nature, the lead times have been different with the first steps of this Plan being taken in August last year when we issued our bidding document Research Priorities 2002–2003. The focus of the Annual Operational Plan on the overall research plan will become sharper in subsequent years.

    II. RIRDC Sub-Accounts, 1998–1999 to 2002–2003

    The following Statement of Revenues and Expenditure are accounted for separately because there is a significant external input of funds other than the $11.6 million appropriated to RIRDC core operations. These external funds either come from industry statutory levies, voluntary industry contributions or from other funding agencies.

    III. Consultations with Stakeholders

    RIRDC has three organisations prescribed by section 7 of its legislation. This requires RIRDC to report on its activities each financial period. This accountability runs parallel to RIRDC’s Annual Report to the Minister and the Parliament. Reporting during 2001–2002 occurred as follows:

  • National Farmers’ Federation on 14 November 2001
  • Australian Egg Industry Association on 19 November 2001
  • The Australian Chicken Meat Federation on 18 December 2001 (by correspondence)

  • RIRDC’s reporting to these three prescribed bodies was done when industry meetings were being held for their own purposes. The Corporation made no payments towards the costs of these meetings.

    On 13 April 2002 the Corporation reported to the Deer Industry Association of Australia on the operations of Sub-Program 2.3: Deer. The cost of these consultations to the Corporation was $4,124.

    The Corporation consulted with the following seven industry bodies in the preparation of this Annual Operational Plan 2002–2003:

  • National Farmers’ Federation
  • Australian Egg Industry Association
  • Australian Chicken Meat Federation Incorporated
  • Australian Horse Industry Council
  • Australian Racing Board
  • Ricegrowers’ Association of Australia
  • Australian Honey Bee Industry Council
  • Deer Industry Association of Australia.

  • Our intention is to continue using industry meetings for reporting purposes. The costs of this approach are minimised but an amount of up to $10,000 has been set aside in the 2002–2003 ‘Corporate’ budget of just over $0.5 million to meet any costs that may arise in this process.

  • Communications channels between RIRDC and rural industries meet two essential functions – accountability and bringing industry influence to bear on the research agenda.
  • At the peak industry level, the Corporation is accountable to:
    • National Farmers’ Federation
    • Australian Chicken Meat Federation
    • Australian Egg Industry Association
  • All of the research programs and sub-programs have reference steering committees with stakeholder membership.

  • Reporting to Stakeholders

  • There are four key accountability documents for stakeholders:
  • A Five Year Strategic Plan which sets out strategies, directions and performance indicators for the Corporation.
  • Five Year Industry Plans for each industry sub-program within emerging industries and established industries.
  • An Annual Operational Plan which sets out yearly objectives to give effect to the Five Year Strategic Plan, the Five Year Industry Plans, the annual budget and annual research priorities.
  • The Annual Report which sets out achievements against objectives, budgets and administration costs.
