I am pleased to submit for your approval the enclosed Annual Operational Plan 2003–2004 of the Rural Industries Research and Development Corporation for the financial year 2003–2004, as required under sections 25 and 26 of the Primary Industries and Energy Research and Development Act 1989. The Plan has been drawn from the overall research plan that has been submitted to you under separate cover and the industry specific plans that are referenced in the overall plan.

The following Statement of Revenues and Expenditure are accounted for separately because there is a significant external input of funds other than the $12.09 million appropriated to RIRDC core operations. These external funds either come from industry statutory levies, voluntary industry contributions or from other funding agencies.

III. Consultations with Stakeholders
RIRDC has three organisations prescribed by section 7 of its legislation. This requires RIRDC to report on its activities each financial period. This accountability runs parallel to RIRDC’s Annual Report to the Minister and the Parliament. Reporting during 2002–2003 occurred as follows:
It should be noted that the operations and legal ownership of RIRDC’s Egg Industry R&D sub-program was transferred to the Australian Egg Corporation Limited on 1 February 2003. National Farmers’ Federation on 13 November 2002 Australian Egg Industry Association on 27 February 2003 The Australian Chicken Meat Federation on 4 March 2003. The Corporation consulted with the following seven industry bodies in the preparation of this Annual Operational Plan 2003–2004:
In the case of the National Farmers’ Federation, consultations were on the total AOP and, in the case of the others, on those parts of the AOP that related directly to them. National Farmers’ Federation. Australian Chicken Meat Federation Incorporated. Australian Horse Industry Council. Australian Racing Board. Ricegrowers’ Association of Australia. Australian Honey Bee Industry Council. Deer Industry Association of Australia. Our intention is to continue using industry meetings for reporting purposes. The costs of this approach are minimised but an amount of up to $10,000 has been set aside in the 2003–2004 ‘Corporate’ budget of just over $0.625 million to meet any costs that may arise in this process.
RIRDC’s reporting to the three prescribed bodies was done when industry meetings were being held for their own purposes. The Corporation made no payments towards the costs of these meetings.
IV. Accountability Framework

Core Business
The Board Fostering the development of new industries – both prospective and emerging. Managing research and development investments for established industries. Developing a research program which addresses important strategic, cross-sectoral issues facing the rural sector. Stakeholders Sets strategic direction and establishes policies for the corporation. Oversights operational and functional performance against budget and other key performance indicators on behalf of stakeholders. Primary Clients The Federal Government on behalf of rural industries and taxpayers. Industry funders. Australian community. Industry Consultations For RIRDC related industries, all participants in the marketing chain (producers, processors, distributors and consumers). On RIRDC’s strategic cross-sectoral program, the National Farmers’ Federation on behalf of all rural industries. All of the research programs and sub-programs have reference steering committees with stakeholder membership. Communications channels between RIRDC and rural industries meet two essential functions – accountability and bringing industry influence to bear on the research agenda. There are four key accountability documents for stakeholders: A Five Year Strategic Plan which sets out strategies, directions and performance indicators for the corporation. Five Year Industry Plans for each industry sub-program within emerging industries and established industries. An Annual Operational Plan which sets out yearly objectives to give effect to the Five Year Strategic Plan, the Five Year Industry Plans, the annual budget and annual research priorities. The Annual Report which sets out achievements against objectives, budgets and administration costs.
