Year 2000 Disclosure Statement

The statement set out below is a Year 2000 Disclosure Statement for the purposes of the Year 2000 Information Disclosure Act 1999 (the Act). A person may be protected by the Act from liability from this statement in certain circumstances. The statement is authorised by the Board of the Rural Industries Research and Development Corporation (the Corporation).

YEAR 2000 DISCLOSURE STATEMENT

The Corporation has adopted a simple definition of Year 2000 problem as outlined in its Year 2000 Compliance Strategy.

The Corporation has undertaken a program of the Year 2000 Compliance review in relation to its business critical systems and equipment which utilise dates. These systems include financial, database and general computing platform systems. In line with best practice measures, the Corporation has formulated a Year 2000 Contingency Plan and has developed strategies to ensure that, to the extent possible, Year 2000 Compliance status is maintained to 31 December 1999 and beyond.

To the best of our knowledge, these systems and equipment items should continue to operate and function over the date change to the year 2000 and beyond.

Nevertheless, the Corporation cannot warrant or guarantee that it will not be affected by the Year 2000 problem. No test is perfect and the Corporation’s effective operation is dependent on many third parties, including the Department of Agriculture Fisheries and Forestry, research contractors and public utilities (electricity, telecommunications etc..), whose Year 2000 status may affect our ability to conduct business.

Pursuant to subsection 141(1) of the Primary Industries Research and Development Act 1989, I have pleasure in submitting to you the Annual Report of the Rural Industries Research and Development Corporation Selection Committee for the year ending 1998/99 .

The work of the Selection Committee has now been completed and the appointments to the Board announced.

I have formally abolished the RIRDC Selection Committee, pursuant to Section 129 of the Act.

BOARD APPOINTMENTS

The period of appointment for the non-executive Board members of RIRDC expired on the 30th June 1999.

The Minister, the Hon. Mark Vaile, appointed Ms Jenny Varcoe-Cocks as Presiding Member to take effect from the 1st January 1999.
 

Selection Committee

Nominations were sought from representative organisations for appointments to the Selection Committee. The Minister appointed the following in February 1999:
 
Mr Jeff Fairbrother Executive Director, Australian Chicken Meat Federation and Australian Poultry Industries Association
Mr Harry Bonanno Chairman, Australian Cane Growers’ Association
Mr Peter Walsh President, Victorian Division, National Farmers’ Federation
Mr Philip Steel Chief Executive Officer, Australian Egg Industry Association

Selection Process

The Committee agreed in principle on the core criteria required of Board members, which included demonstrated capability and experience, ideally in the following fields:

  • Commodity production, processing or marketing
  • Conservation of natural resources
  • Management of natural resources
  • Science
  • Technology and technology transfer
  • Environmental and ecological matters
  • Economics
  • Evaluation and administration of R&D
  • Finance, including the evaluation of R&D projects
  • Business management
  • The advertising strategy ensured that the appointments were made public through the media Australia wide, and also through the department website. Existing Board members were encouraged to apply.

    The Selection Committee agreed on the balance of skills, and personal attributes required, and also confirmed that candidates as individuals should demonstrate a capability to bring holistic judgements and wide ranging experience to the Board.

    The advertisements attracted strong interest throughout the nation. The process included networking and consultation with affiliated organisations. Private and government databanks were also accessed through relevant agencies.

    Candidates were selected for interview from the advertisement and from an extensive search process. Interviews were conducted in Melbourne and Sydney, with candidates from most States of Australia.

    The Presiding Member interviewed Board members who nominated for re-election.

    The Presiding Member conferred with the Chairperson for her views on the future strategic direction of RIRDC, and the appropriate mix of skills and experience required of the Board.
     

    Board Appointments

    The Selection Committee conferred on the choice of recommended candidates. Mention should be made that the decisions were complex, due to the high quality of professional experience and the strong personal attributes of candidates. The Committee made its final decisions, taking into account the balance and range of attributes required and the need for diversity across the rural, commercial, research, financial, environmental, and production sectors.

    Recommendations were made to the Minister in the first week of May 1999. The Minister appointed the following Directors in June 1999.
