MULTI-INDUSTRY PROGRAMS
Objective
To invest in multi-industry R&D projects and programs
that have a high potential payoff for Australian rural
industries but which would not be funded by other R&D
organisations acting alone.
Goal
To achieve an overall benefit-cost ratio for the activity
area of at least 2.0.
Strategies
1.Develop methods for the identification of key constraints
to improving productivity and improving product quality
for multi-industry R&D.
2.Identify the most important areas where better information
is needed for more effective decision-making in the
rural sector.
3.Develop mechanisms for the more effective co-ordination
of multi-industry R&D among R&D organisations
including structural change, the effectiveness of international
and local marketing, and farm management.
4.Catalogue researchers and policy analysts to seek
out, initiate and propose new concepts, innovations
and potential programs aimed to enhance the overall
profitability and competitiveness of rural industries.
5.Ensure as far as is practicable, that scarce R&D
funds are directed into the highest payoff areas.
6.Promote the recognition and adoption of the results
of the R&D programs in business practice and government
programs and industry organisation.
Overview
The Corporation manages nine multi-industry programs
in its second portfolio area. These programs were developed
following exhaustive review of the issues and discussion
with industry and community group representatives,
researchers and their agencies. This was achieved through
invited input to RIRDC reviews and program planning,
workshopping of specific issues, inter-corporate collaboration
and personal communication. Public inquiries by the
Industry Commission, Committees of the Australian Senate,
Ministerial inquiries and research review papers have
provided the priorities for current Corporation activities.
Other multi-industry issues are addressed on a project by project basis or issues basis between R&D Corporations with or without RIRDC involvement. For example, animal welfare is a significant issue for the animal R&D Corporations and Councils but is not a significant research issue for RIRDC involvement.
