Foreword

This report is the first stage of an overall evaluation of the Fodder Crops and Pasture Seeds Programs in RIRDC’s Established Industry portfolio. It presents a history of the Programs to date, compiling information on all completed and current projects. A second report, stage 2 of the evaluation, provides an in-depth benefit-cost assessment of the impacts of 9 Fodder crops projects representing 30 per cent of the program funding, and 8 Pasture seeds projects, representing 15 per cent of program funding.

Stage 1 provides a historical record of all projects, completed and under way at the time this report was compiled. This record is useful in that it:

identifies the areas of past funding, upon which future research may be built;
summarises the program manager’s and others’ assessment of the past activities in terms of their expected impact on the industry and the potential for future R&D; capturing institutional memory and contributing to an understanding of factors influencing the success of future research; and
highlights the historical distribution of funding, which may help guide future portfolio investment decisions.
